I believe what the statement above is meaning that a partial lie is always a full. You cannot always tell a lie to someone. One day that person will know that you’re lying to them. The statement is implying that if you lie to someone and not tell the whole truth then there will be some consequences. I agree with Victor Hugo because you cannot always lie. In order to be right you need to include everything it cannot be partial of the answer.
